    So, NYC obviously does not have a universal fare zones system?

    American transit “systems” have a very siloed view of their modes and the people who use them. Even when the same agency runs both, as in NYC, there is very little thought given to the idea that commuter rail passengers, subway passengers, and, god forbid, bus passengers, might actually be the same people. Using commuter rail systems to extend the reach of “rapid transit” in America, is a revolution of 1789 or 1917 level proportions.
